<p>The Delhi High Court on Friday asked the passport authority to take a decision within three months on issuing a fresh travel document to PDP chief Mehbooba Mufti.<br><br>Justice Prathiba M Singh noted the issue has been pending for two years and, following an appeal against the rejection, it has now been remanded to the passport officer concerned for<br>reconsideration.<br><br>"Considering that the matter is remanded back to the passport officer and the initial rejection was two years ago, let the passport officer concerned take a decision expeditiously and in any case within three months," ordered the judge.</p><p>The court's order came on a petition by Mufti seeking a direction to the authorities to take an early decision on her appeal regarding the issuance of a new passport.<br><br>The former Jammu & Kashmir chief minister said in her plea there was considerable delay in issuing a new passport to her despite reminders. She said no decision was being taken on her appeal.<br><br>The central government counsel informed the court that an order was passed on the appeal on March 2 and the matter has been sent to the passport officer in Jammu & Kashmir for fresh reconsideration.<br><br>In view of the Centre's stand, the court observed, the petition was infructuous and no further orders were required.</p><p>Last month, Mufti had sought the intervention of External Affairs Minister S Jaishankar for the issuance of passport, saying she has been waiting for it for the past three years to take her 80-year-old mother on a pilgrimage to Mecca.<br><br>In a letter to the minister, she had said the renewal of her passport was pending after the Jammu and Kashmir CID gave a report that issuing the travel document to her will undermine national security.<br><br>In March 2021, Mehbooba and her mother were denied passports after the Jammu and Kashmir Police cited an "adverse report".<br><br>Mehbooba's passport expired on May 31, 2019, and she had applied for a fresh passport on December 11 the next <p>The Reserve Bank of India on Friday said it has imposed a penalty of over Rs 3.06 crore on Amazon Pay (India) Private Limited for non-compliance with certain provisions related to Prepaid Payment Instruments (PPIs) and Know Your Customer (KYC) direction.<br><br>"It was observed that the entity was non-compliant with the directions issued by RBI on KYC requirements," the RBI said in a statement.<br><br>The RBI had issued a notice to Amazon Pay (India) advising it to show cause as to why penalty should not be imposed for non-compliance with the directions.</p><p>"After considering the entity's response, RBI concluded that the aforesaid charge of non-compliance with RBI directions was substantiated and warranted imposition of monetary penalty," it said.<br><br>The central bank, however, added the penalty is based on deficiencies in regulatory compliance and not intended to pronounce upon the validity of any transaction or agreement entered into by the Amazon Pay (India) with <p>The Congress on Friday alleged that Gautam Adani's elder brother Vinod Adani was operating shell companies in "collusion with Chinese nationals" and asked whether the government should facilitate or investigate the group.<br><br>Posing a set of three questions to Prime Minister Narendra Modi as part of the party's "Hum Adani ke Hain Kaun" series, Congress general secretary Jairam Ramesh said the focus of Friday's posers was on the "disturbing Chinese connections" of a business group that has control of critical Indian infrastructure such as ports and airports.<br><br>The Congress' slew of allegations have continued weeks after Adani Group stocks had taken a beating on the bourses after US-based short seller Hindenburg Research made a litany of allegations, including fraudulent transactions and share-price manipulation.<br><br>The Gautam Adani-led group has dismissed the charges as lies, saying it complies with all laws and disclosure requirements.<br><br>In his statement addressed to the prime minister, Ramesh alleged that the Adani Group has a "longstanding" relationship with China.</p><p>"A Chinese national, Chang Chung-Ling (aka Lingo-Chang) has been a director in several Adani Group companies along with Vinod Adani and has also made an appearance in the Panama Papers," Ramesh claimed.<br><br>In December 2017, South Korea seized the Panama-registered oil tanker Koti for transferring petroleum products to a North Korean tanker in violation of UN sanctions, he said.<br><br>"It emerged that the Koti, which South Korea subsequently scrapped, was owned by Chang Chung-Ling's sons Chien-Ting Chang and Chien-Huan Chang. The Koti and the Koti Corporation are both on UN and US sanction lists," Ramesh said.<br><br>"There are deeper links with the Adani Group: Chien-Ting Chang is also known to be an owner of PMC Projects that helped construct Mundra and other Adani Group ports," he alleged.<br><br>What is Chang Chung-Ling's exact relationship with the Adani family, Ramesh asked.</p><p>"What influence do the governments of China and North Korea have over a group that controls strategic Indian assets and has a close relationship with India's Prime Minister?" Ramesh said in his statement which was part of a sub-series on the allegations against Adani -- "Dikh Raha Hai Vinod".<br><br>"Are you recklessly endangering the security of critical Indian assets by your dependence on a business group that is vulnerable to being influenced by China and North Korea," Ramesh asked the prime minister.<br><br>Why are there so many "murky connections" between the Adani Group and Chinese nationals engaging in illegal activity, he asked. No expert can or will," Ramesh said in a tweet.</p><p>The Supreme Court on Thursday ordered setting up of a six-member committee headed by former apex court judge Justice A M Sapre to investigate the recent Adani Group shares crash triggered by the Hindenburg Research's fraud allegations and other regulatory aspects related to stock markets.<br><br>Ramesh also claimed, "The Adani Group has repeatedly described Vinod Adani in filings as an NRI with Cyprus citizenship."<br><br>"Yet Dubai property records reportedly show that Vinod Adani holds an Indian passport expiring in 2026," he <p>The Noida Police on Friday arrested three employees of a city-based pharmaceutical firm whose cough syrup is alleged to have led to the death of 18 children in Uzbekistan last year, officials said.<br><br>The arrests come after an FIR was lodged late Thursday night against five officials of Marion Biotech, including two of its directors, over a complaint by a drugs inspector of the Central Drugs Standard Control Organization (CDSCO), they said.</p><p>The central and Uttar Pradesh state drug authorities had checked samples of Marion Biotech's drugs and found 22 of them to be "not of Modi.<br><br>The Assam Police had arrested Khera in the case.<br><br>A three-judge bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala adjourned the hearing to March 17 as it had run out of time.</p><p>The bench also pointed out that the replies of Uttar Pradesh and Assam were not on record and it will hear the plea after the Holi vacation.<br><br>It made clear that the interim bail granted to Khera will be extended till March 17 when it will hear the matter.<br><br>Earlier, on February 27, the court had extended the protection to the Congress spokesperson till Friday.<br><br>Khera was arrested at the Delhi airport after being deplaned from a flight to Raipur over his alleged remarks against Modi made at a press conference on February 17 in Mumbai.<br><br>He said.<br><br>There were 44 people in the bus, including 35 women students from Kamala Nehru College and six coordinators for the group, SDM Bilaspur, Abhishek Kumar Garg said.<br><br>The accident took place on Chandigarh-Manali road.<br><br>One student, hailing from Jaipur, was crushed to death while four others suffered fractures and rest minor injuries, the officials said.<br><br>Passersby pulled out the injured from the bus and rushed them to the Bilaspur Regional Hospital.<br><br>One passenger was referred to PGI Chandigarh and two to AIIMS Bilaspur.<br><br>Police have registered a case of <p>Congress MP Karti Chidambaram has termed as "untrue" Union minister Ashwini Vaishnaw's statement that the parliamentary IT committee has given a "thumbs up" to the revised draft of the data protection bill, and said the bill has not been formally sent to the panel.</p><p>Karti Chidambaram's party colleague and former chief of the parliamentary IT panel Shashi Tharoor called for widespread consultation on the bill.</p><p>Vaishnaw on Thursday said the Parliamentary Standing Committee on Communications and Information Technology has given a "thumbs up" for the revised draft of the data protection law.</p><p>Vaishnaw, a bureaucrat turned politician who presently handles the IT portfolio, said an advanced copy of the revised bill on data protection was shared with the committee.</p><p>Reacting to Vaishnaw's remarks, Congress' Lok Sabha MP and member of the IT panel Karti Chidambaram said, "IT Minister Ashwini Vaishnaw has said the Standing Committee on Communications and IT has approved the draft Digital Personal Data Protection Bill, 2022. As a Member of the Committee, I would like to categorically state that the Bill has not been approved." The draft bill was released for public consultation in November 2022 and in December, during a discussion on citizens' privacy and data security, the Committee also held a preliminary discussion on the draft bill, he said, adding that members raised a number of issues with the draft.</p><p>Parliamentary procedure mandates that a bill after introduction in the House, the Speaker or Chairman may recommend it for examination to the Committee, Chidambaram said on Twitter on Thursday night.</p><p>"The DPDP Bill has not been formally sent to the Committee & hence a 'big thumbs up' claimed by Ashwini Vaishnaw is untrue," he said.</p><p>Vaishnaw, while speaking in Mumbai had said, "I would like to share some good news that the Parliamentary Standing Committee on IT and Communications... before this bill is taken to the Parliament, they have given a big thumbs up." In 2021, the government withdrew an earlier version of the same bill after a slew of changes suggested by a Joint Parliamentary Committee and promised to come up with a new bill, which it did late last year.</p><p>Reacting to Chidambaram's remarks, former chief of the IT panel and Congress MP Shashi Tharoor said, "That's worrying. A Bill of this importance should benefit from widespread consultation & support to be effective." "Hope it is formally referred to the Committee. <p>The Bombay High Court has quashed a case of sexual assault registered against a 19-year-old man considering his age and after the minor victim's mother consented to the same.</p><p>A division bench of Justices Nitin Sambre and S G Dige in its February 22 order observed that the accused was a student who was in friendly terms with the victim, and the duo had stayed together without informing the girlβs parents.</p><p>This had prompted the girl's mother to lodge a complaint against the alleged accused, the bench said.</p><p>The youngster had approached the court seeking that the case against him be quashed.</p><p>The victim's mother informed the high court that she has given her consent for the FIR to be quashed, and taking note of this, the court quashed the case.</p><p>βIt will be contrary to the interest of justice to continue the criminal proceedings against the petitioner, a student, as both the parties equally will be put to hardship, particularly, both of them decided for quashing by consent on the ground of the reasons cited in the consent extended in support of the quashing," the court said.</p><p>A case was registered against the teenager in November 2021, under sections 354 (outraging modesty) and 363 (kidnapping) of the Indian Penal Code and sections 8 and 12 (sexual assault) of the Protection of Children from Sexual Offences (POCSO) Act.</p><p>The victim's mother had submitted to the court that after speaking to her daughter, she discovered that the girl had stayed with the man without intimating her parents for a short period.</p><p>The youngster, in his petition, stated that the offence was registered because of a communication gap between the victim and her mother.</p><p>He also pointed out that he had no intention to kidnap the victim from the lawful custody of the <p>New regional party Tipra Motha which fought the Tripura Assembly elections without an ally and clinched 13 seats made significant inroads into the vote share of the BJP-IPFT and the Left-Congress alliance. </p><p>The political party, floated in 2021 seeking Greater Tipraland and banking on the tribal people who dominate 20 of the 60 assembly seats, won the 13 seats of the 42 contested, polling around 19 per cent vote share.</p><p>The regional partyβs candidate Subodh Deb Barma was able to defeat deputy chief minister Jishnu Dev Varma in Charilam constituency by over 850 votes.</p><p>The BJP-IPFT alliance retained the state winning 33 seats in the 60-member assembly on Thursday, 10 less than the figure in 2018, but nevertheless a clear majority which will allow it to rule for five years without seeking help from the Tipra Motha.</p><p>The saffron party contested in 55 seats and won 32, three less than what it bagged in 2018. The party secured 38.97 per cent of the votes polled. The IPFT, which was affected by a factional fight, managed to emerge victorious in only one seat, while it had got eight seats five years back. Its vote share this time was a meagre 1.26 per cent.</p><p>The new party formed two years back by a scion of the state's former princely family ate into the tribal votes of both the Left-Congress alliance, which secured 14 seats, as well.</p><p>The Tipra Mothaβs entry into electoral politics in the Tripura Tribal Areas Autonomous District Council (TTAADC) elections in 2021 was marked by a landslide victory, securing 18 of the 28 seats.</p><p>"I don't foresee a bright future for the regional party as it will be challenge for the Tipra Motha's leadership to keep all the party MLAs within the party fold in next five years", veteran journalist Sanjib Deb said.</p><p>Replacing Biplab Kumar Deb with Manik Saha as Chief Minister last year did "wonders for the BJP to downplay anti-incumbency", he said.</p><p>In the 2018 assembly elections, the BJP riding on the popularity of the Indigenous Peopleβs Front of Tripura (IPFT) won 10 ST seats for the first time in the history of state politics and its ally IPFT won eight seats ensuring the defeat of Communist regime.</p><p>Rebati Tripura, MP and state BJP vice president, said, "Although the BJP secured a simple majority in the 60- member Assembly , the party needs to work hard in the hills to strengthen the organisation. Winning in 32 seats seems a warning call for the BJP. We need to work as a team to penetrate the tribal belt in the next five years".</p><p>Tipra Motha leader Animesh Debbarma, who won the election from Asharambar Assembly seat, claimed the party fought the election without any ally and created a history as no regional party has won so many seats in the 60-member Assembly before.</p><p>In the late eighties, Tripura Upajati Yuba Samity (TUJS) contested the election with Congress and won eight seats while the IPFT also won the same number of seats in the 2018 Assembly elections, he claimed.</p><p>"Our target was to position us as a determining factor in government formation but the BJP secured a simple majority. Salaries, wages and pensions already account for 58 per cent of the stateβs annual expenditure and it is increasing to 62 per cent. </p><p>By the next financial year, it will be 68 per cent.β Under Old Pension Scheme (OPS), employees get a defined pension. An employee is entitled to a 50 per cent amount of the last drawn salary as the pension. OPS was discontinued by the BJP-led NDA government in 2003 with effect from April 1, 2004.</p><p>βMajor retirements will happen in 2030. More than 2.5 lakh employees will retire by then. Some of the pension amount deducted currently from the monthly salaries is invested in the capital market. Most of the major countries follow the same process,β he said.</p><p>Lakhs of teachers and government employees in the state have been demanding the implementation of OPS. According to political observers, the issue played a role in the recently held legislative council elections where a few BJP-supported candidates lost.</p><p>βI will hold a meeting with teachers and the finance secretary to find out if there is any viable solution which would be better than the National Pension Scheme (which is contributory),β Fadnavis said.</p><p>When Leader of Opposition in the Council Ambadas Danve asked how states like Rajasthan and Himachal Pradesh states are planning to implement OPS, Fadnavis said it might not be financially feasible to go with it.</p><p>Under the new pension scheme, employees contribute 10 per cent of their basic salary towards pension while the government contributes 14 per cent.</p><p>βIf you keep the pension amount in a bank, you will get a maximum of 4 per cent interest on it. India being a developing country, our inflation will remain over 7 per cent. It means, keeping the amount in a bank is not viable.β The deputy CM said, βHigh returns are possible only in the capital market. There are some rules and regulations for investing a portion of deducted amount (from salary) into the capital market,β he said, adding, βIn last five years, mutual funds have given 11 per cent returns on investments. This project was funded by a UAE-based charity organisation- Red Crescent and the construction of flats was handed over to a Kerala based private firm- Unitac.<br><br>But on Friday, Akkara came up with "crucial documents" before the media establishing that Vijayan knew everything.<br><br>"The first meeting for handing over this project to the UAE-based organisation was taken with Vijayan chairing the meeting at his official residence and I released all the documents substantiating it. Vijayan knew everything as he held a meeting in the presence of officials from the UAE-based organisation. This is being examined by the CBI also. One of the chat messages of Swapna also reveals about this meeting. Vijayan knew everything," said Akkara and released the documents of the meeting.</p><p>"However, I am not going to hand over these documents to the investigative agencies, instead I will file a petition in the case filed by the CBI on this case in the Supreme Court and submit it before the court," said Akkara.<br><br>On Tuesday, State Minister for Local Self Government M.B.Rajesh categorically told the ongoing Assembly session that the state government has no role in this project as funds came from UAE and was being constructed by a private firm.<br><br>He further pointed out that the then legislator who first came out with these allegations about this housing project for the poorest of the poor was defeated by over 15,000 votes in the 2021 Assembly polls.</p><p>When Congress legislator Mathew Kozhalnaden challenged Vijayan to say he doesn't know Swapna, the chief minister lost his cool in the Assembly and said that he has not done anything for anyone.<br><br>Responding to his statement, Swapna told the media that she had met not only the CM but his family and worked for their business. Playing for 216 points on offer, they have a PCT of 68.52.<br><br>Even if Australia lose the fourth and final Test against India, they would still remain on top with 64.91 PCT (148/228 100).</p><h3>What happens to India</h3><p>India's PCT is 60.29 after earning 123 points in 17 Tests (10 wins and 2 draws) so far. India have lost a few points during the course of this cycle due to slow over rate.<br><br>If India win the last Test, their PCT will go up to 62.5 with 135 points from a maximum of 216 on offer (18 Tests). The Collegium also recommended the appointment of senior advocate Kardak Ete as a judge of the Gauhati High Court.</p><h3>Gujarat HC</h3><p>The Collegium, which also comprises justices Sanjay Kishan Kaul and KM Joseph, on Thursday resolved to recommend the names of Judicial Officers Susan Valentine Pinto, Hasmukhbhai Dalsukhbhai Suthar, Jitendra Champaklal Doshi, Mangesh Rameshchandra Mengdey, and Divyeshkumar Amrutlal Joshi and advocates Devan Mahendrabhai Desai and Moxa Kiran Thakker.</p><p>With regard to judge Pinto, the Collegium noted she is from the Higher Judicial Service of the state of Gujarat and an experienced judicial officer.</p><p>"Nothing adverse to her integrity has been placed on record. In view of the above, the Collegium is of the considered opinion that Ms Susan Valentine Pinto is fit and suitable for being appointed as a Judge of the High Court of Gujarat," it noted.</p><p>On judge Suthar and judge Doshi's name, the Collegium noted nothing adverse to their integrity has been placed on record.</p><p>On the name of judicial officer Mengdey, the Collegium considered the report of the Judgment Committee in the High Court which has assessed the judgements of the candidate under consideration, report of the Intelligence Bureau and the opinion of the consultee-judges with regard to suitability.</p><p>"Nothing adverse to his integrity has been placed on record. In view of the above, the Collegium is of the considered opinion that Shri Mangesh Rameshchandra Mengdey is suitable for being appointed as a Judge of the High Court of Gujarat," it said.</p><p>With regard to judge Joshi, the Collegium found nothing adverse to his integrity.</p><p>"In view of the above, the Collegium is of the considered opinion that Shri Divyeshkumar Amrutlal Joshi is suitable for being appointed as a Judge of the High Court of Gujarat. While considering the above proposal, the Collegium has also taken note of the fact that the above proposal involves non recommendation of two senior Judicial Officers.</p><p>"In this regard, we find that the High Court Collegium has duly recorded reasons for not recommending the names of those Judicial Officers. We are in agreement with the justification given by the High Court Collegium in its minutes for not recommending the senior Judicial Officers," the resolution uploaded on the apex court website said.</p><p>The SC collegium noted that the Collegium of the Gujarat High Court comprising the then Chief Justice and two senior-most Judges unanimously made the recommendation to appoint the two advocates as judges on September 26, 2022.</p><p>The chief minister and the Governor of the State of Gujarat have concurred with the recommendation, it said.</p><p>"In order to ascertain the fitness and suitability of the advocates for elevation to the High Court, in terms of the Memorandum of Procedure, the Judges of the Supreme Court conversant with the affairs of the High Court of Gujarat were consulted.</p><p>"For the purpose of assessing the merit and suitability of the candidates for elevation to the High Court of Gujarat, we have scrutinised and evaluated the material placed on record, including the inputs furnished by the Intelligence Bureau. We have also perused the observations made by the Department of Justice in the file," the Collegium said.</p><p>The Collegium noted in its resolution that Desai is 52 years old and has considerable standing at the Bar and practices predominantly in the City Civil Court at Ahmedabad.</p><p>"His experience at the Bar in handling cases at the trial level before the City Civil Court would be an asset particularly in dealing with civil and commercial work in the High Court of Gujarat. We have duly considered the opinions of the consultee-judges.</p><p>"We have also analysed the IB report and find that Shri Desai enjoys a good personal and professional image and nothing adverse has come to notice against his integrity," the Collegium said.</p><p>"In view of the above, the Collegium is of the considered opinion that Shri Devan Mahendrabhai Desai is suitable for being appointed as a Judge of the High Court of Gujarat," it added.</p><p>On Thakker's name, the Collegium duly considered the concurrent opinion of the consultee-judges in regard to her suitability for elevation to the High Court.</p><p>"She has been opined to be a competent lawyer with practice both on the civil and criminal sides. The IB has opined that she enjoys a good personal and professional image and nothing adverse has come to notice with regard to her integrity. She has been able to overcome her own physical disabilities and her appointment would bring greater inclusion to the composition of the High Court.</p><p>"In view of the above, the Collegium is of the considered opinion that Ms Moxa Kiran Thakker is suitable for being appointed as a Judge of the High Court of Gujarat. In view of the above, the Collegium resolves to recommend that Shri Devan Mahendrabhai Desai and Ms Moxa Kiran Thakker, Advocates, be appointed as Judges of the High Court of Gujarat. Their inter se seniority be fixed as per the existing practice," it said.</p><h3>Gauhati HC</h3><p>The Collegium unanimously made the recommendation of Kardak Ete, who belongs to a Scheduled Tribe, on December 1, 2022. </p><p>The chief ministers and governors of the states of Assam, Arunachal Pradesh, Mizoram and Nagaland have concurred with the recommendation, it noted.</p><p>The Supreme Court Collegium noted, "In order to ascertain the fitness and suitability of Kardak Ete for elevation to the High Court, in terms of the Memorandum of Procedure, the judges of the Supreme Court conversant with the affairs of the Gauhati High Court were consulted.</p><p>"For the purpose of assessing the merit and suitability of Kardak Ete for elevation to the High Court, we have scrutinised and evaluated the material placed on record. We have also perused the observations made by the Department of Justice in the file...</p><p>"The report of the Intelligence Bureau indicates that he enjoys a good personal and professional image and nothing adverse has come to notice with regard to integrity. The candidate belongs to a Scheduled Tribe. Besides his own competence and standing at the Bar, the appointment of Kardak Ete will bring greater diversity and inclusion in the High Court.
